Poor frequently serves as counsel to cities, counties and economic development agencies. He offers expertise in affordable housing, downtown revitalization, industrial development and infrastructure development matters. He has handled annexation and eminent domain cases. Poor is experienced in public finance. Poor has worked with IRBs, TIF districts, special assessments, special districts, utility districts and Community Improvement Districts.  Poor also represents chambers of commerce, civic leagues, citizens groups and advocacy organizations.
 
He has served as advisor on school bond issues, and he has successfully handled a Kansas charter school application.  Poor is an accomplished elections and government ethics attorney.  In 2002, he was co-counsel in high-profile Congressional redistricting litigation. He was a member of the Kansas Help American Vote Act advisory committee.  Additionally, Poor has been counsel in ouster of corrupt public officials.  Poor has also worked as a state and local prosecutor.
 
Poor worked for three years as an Assistant Attorney General in Kansas. He was counsel to the Kansas Parole Board, Kansas Department of Corrections, Kansas Department of Agriculture, Kansas Department of Health and Environment and Kansas Department of Wildlife and Parks.
