Poor is an experienced land use, environmental and real estate attorney and advisor. He holds a graduate degree in land use planning.  From 2006 to 2007, Poor was an attorney with the Kansas City land use law boutique firm White Goss Bowers March Schulte and Weisenfels. He has handled land use and zoning cases in communities throughout Kansas and Missouri.  Poor frequently serves as advisor in identifying project requirements. Poor is a former member of the Topeka Planning Commission, Board of Zoning Appeals and Landmarks Commission.  Poor is current public member to the Kansas Real Estate Appraisal Board, and he has expertise in real estate valuation and collateral risk assessment.
 
Poor has extensive environmental law experience.  As an Assistant Attorney General, Poor served as liaison to EPA Region VII.  He represented the Kansas Department of Health and Environment and Kansas Department of Wildlife and Parks. Poor has managed environmental permitting programs for large-scale industrial projects in Kansas, Missouri, Iowa and Nebraska. Poor has also defended toxic tort and environmental litigation.
 
Poor has represented retail, residential and resort developers. He managed TIF and incentive finance programs for Kansas City shopping center and urban redevelopment projects.  Additionally, Poor worked in a real estate development practice in the Branson area. Poor has been counsel in innovative affordable housing, green building and disaster reconstruction projects.  Poor has prepared New Urban codes and condominium, timeshare and homeowner association documents.  Poor has represented universities in construction contract and defect litigation.
